This set-up uses as S/R latch to control the heavy oil being recycled into the refineries. You need to place 10 barrels of heavy oil brought from elsewhere in your factory to get it started. Once it gets going it refills the barrels so you can use them later. It can be expanded by adding more refineries to the right and the appropriate number of heavy and light oil cracking plants. Uses a S/R latch to keep the petroleum gas tank from over-filling.
