A self-contained (from an oil perspective) coal liquefaction factory. The five-refinery setup on the left are the "seeds" that provide the heavy oil that is then used for the liquefaction process across the eighteen-factory setup. It needs enough "priming" oil to start the process, but one input of heavy oil to a single one of the seed refineries is enough to start and eventually support the entire process.
